In general, there may be multiple reasons why your withdrawal is denied. For example, it may be that your account is limited and in that case, you can check your Resolution Centre to see what to provide in order to solve the issue. It may also be that the system is preventing you from completing the withdrawal for security reasons and in this case, clearing cache and cookies should help you solve the issue. Otherwise, it may be that your withdrawal was reversed and in that case, you may have been charged a return fee of 250 PHP as a standard fee. You can find more information by clicking 'Fees' at the bottom of any PayPal webpage.
