I recently cancelled an order The seller only sent it to dhl one day after and that same day I cancelled the order But seller is now indicating to me that they're still waiting on the order to be shipped back in order to get my refund Is this accurate information?

Hope everything is well.
Yes that is accurate. In order for the merchant to issue a refund they need the item returned.
You do have an option to refuse the item (make sure the tracking will show that the item was refused or returning back to the sender) or you file a dispute for "significantly not as described" on your paypal account. Here's how you can do it.
- Go to the Resolution Center.
- Click Report a Problem.
- Click the transaction you want to report and click Continue.
- Select "significantly not as described"
- Follow the steps to report the transaction.
