72 hour hold

PayPal has had my money owed to me over 72 hours. I spoke to a woman yesterday who promised it would be in my account hours ago. This happened once before and it took over 2 weeks to get my money owed to me. I don't know what to do. I own a small new business and ever dollar earn is needed. This practice of holding my money ransom is hurting my business, and my ability to provide for my family.
