3% fee when I withdraw money to a US bank account?

Hello,

As of this Sunday, when I withdraw USD to a US bank account, there is a withdrawal fee of 3% without a maximum cap.
Is this normal?

I don't have anything against fees, but this makes PayPal ridiculously expensive.

I'm having the same trouble. I'm a UK/US citizen living in the UK with bank accounts on both side of the pond and this has come as a nasty shock. No warning whatsoever. Seems pretty unfair.
