3.18.19 why can't I link bank account

today - getting error msgs.  Paypal can't link now.

What's up with Paypal.

Are you linking a U.S account?

Have you added a bank account before?

Is it an account paypal accept?

Does the name on your bank account match the name on your paypal account?

Does the billing address match your paypal address?
