180 days suspension over, no access to money

My account has just passed its 180 days of suspension and they have sent me a mail to withdraw my funds, yet I cannot. Please help

You guys make it a task to withdraw money outside the US like its theft. Customer care is non-existent and best and non-compliant at worst. POOR CUSTOMER SERVICE. POOR.
