money on hold in my account

 My payment for an item I sold has been on hold for over a week now WHY? I have contacted eBay as instructed and they passed me back to Paypal, have above average seller rating on eBay and have done what I was instructed to do on my Paypal account. Why is PayPal withholding my money without a good reason? money is hard to come by in the current climate I need my TOTALLY LEGIT MONEY releasing ASAP.
