i have funds to my paypal but it does not appear to my gcash since i dont have credit or debit card to link.

Welcome to the Community!

If you have funds in your PayPal account that you would like to be transferred to Gcash, you would firstly need to link both accounts. This can be done by following the steps that can be found here 

Once you have done this, you will be able to transfer your funds from PayPal to Gcash.
