Why can't I use my paypal balance to send money or issue a refund request?

 Every time I try to send money from my paypal balance or issue a refund via request, I keep getting the message "Sorry we cannot complete your transaction at the moment". Please help. Customer service keeps telling me to use my bank but I can't at the moment due to a system maintenance and the other advices the customer service tells me are useless.

Thanks for contacting us and welcome to our community. You can use the PayPal balance to send money but sometimes, when there is a security check which needs a bank account or card as a backup funding source. This helps to prevent any failure transaction.
