Unable to transfer funds into bank account or visa card since 2 weeks.

Am not able to transfer funds into my bank account or visa account for more than 2 weeks now. Had long chats with customer care and then just give me standard replies like, clear cache, clear cookies, change password and check with the bank. After doing all this still there has been no solution. More over am not able remove card which is attached to the PayPal account, says there is a technical issue. How can these 2 issues be solved and who can help.
