Unable to transfer funds and zero help in resolution centre

I am unable to transfer funds from my Paypal account  to my credit card, which should be standard practice

 

I get an email stating ... "

 

We're sorry but we were unable to approve your request to transfer $(amount) USD to your card.  You will see the funds and any fees reflected back in your PayPal balance. If your card has not been updated, please update your card and try again

 

The credit card has been listed and used with Paypal for ages, and it has been successfully "linked" 

 

There is absolutely no way to raise a ticket.

 

Anyone know what I should do?... I cannot find a way to contact anyone in PayPal to ask why
