Seller not Paid

I am actually a buyer- the seller shipped via UPS and I received the goods. However, it’s been weeks now and PayPal declares the shipment is still “shipped” and won’t release the funds. How can I help the seller? They created PayPal just to sell me the item and I feel badly. I’ve tried calling and messaging and PayPal is failing to help. ALL THEY HAVE TO DO is update the shipping appropriately, yes?
