Problem with linking bank account and withdrawal

when i try to link bank account or withdraw the fund, it keep show this problem:
"We're sorry. We're not able to process your request right now. Please try again later."
I attach a screen shot of the problem, please help me solve ASAP.

You might wanna try using these shortcut links on the tasks the you want to do. Please use a web browser on your device and access these links. It will prompt you to login on your Paypal account. Once log in, do as directed. 

 

add bank account: www.paypal.com/bankaccount

withdraw funds: www.paypal.com/wdfunds
