Before I do anything financial online, I turn on my NordVPN. I have found that I cannot deposit funds to PayPal (transfer from my bank account) if my VPN is on. It just gets to the screen where you confirm, but does not go further. Same on the [Android] phone as on my Windows laptop. Only when I turn off the VPN was I able to complete the transaction. I tried many times, both on phone and laptop. Is this a known issue? Seems like a bug.

Thank you for your post. I'm sorry for any confusion regarding the use of VPNs. VPNs and other proxies are not permitted in the PayPal system. Difficulties like what you are describing are just one of the outcomes of their use. Continued use can result in account limitation. To view all the rules for use of PayPal, please click Legal at the bottom of the PayPal website and then click the PayPal User Agreement.

 

I hope this helps clarify.

Thanks @PayPal_Olivia for the answer. I did not realise that having my NordVPN open when using PayPal was a violation of the terms of service. It seems very odd, surely VPNs are for precisely this type of thing? I am just trying to protect my PayPal password from being intercepted by a thief. Anyway, you have answered my query, so thanks. (If PayPal do not want this type of thing, why not give an explicit message to the user such as VPN Prohibited. It took me quite a while to figure out why my attempted money transfer did not seem to work. Eventually I said to myself, I wonder what happens if I turn the VPN off. 100% agree. I wish most people finally understand and fight against it! I wish we sign a petition on that site (sign.org? don't remember exactly) and vote for actions against this tapering control ring over us! Most people are not terrorists or drug sellers and most people are suffering. I don't want anyone to follow where I go, every my step. I don't want anyone to add my life inconvenience every time I don't wear mask and stay at home. Pls, think people, they want us to wear masks, buy laptop and phone (remember, install app and we give you bonus), stay at home, work at home, go nowhere and be like in Black Mirror movie. If we all will not fight against it, we have a sad future. 

I should add, that they can reply that they (Pay Pal, for instance) block Tor as well. Try, pls. Not only Paypal but online stores and others. Banks, I think, will be the last, who will finish the process of total lock. You think it is my fantasy? No, you will see it in very close future, if we don't change anything. When I was reading some books in childhood, I also though it is impossible what happens now. And it happens in so called, "free, capitalist" world. I have friends from China, relatives and friends from Russia and Belarus - they have more freedom there. Not sure about China, however. Not because their government better - they all the same. Just have less technology and possibilities. 

And the last, read fraudsters and hackers don't use Tor and nothing like VPN. Only honest people use Tor and VPN, which is blocked by every resource possible. Hackers and fraudsters use Sphera and other anti-detect browsers which emulates the identity extremely well and Pay Pal doesn't block them. They have data of people with excellent credit score, they always were able to remember "the street you were living in 1995", old tests, which average person often failed because doesn't remember. This system doesn't work at all against fraudsters. Their income is high and they are able to pay, I guess, 800 dollars a week, this is how Sphera browser costs. Others are cheaper. They emulate height, attitude, IP, etc etc, all finger print and have unlimited identities with stolen data of real people. Pay Pal and others have technical ability to stop them. But they are too busy with blocking VPN users and collecting data of normal people!
