Payment still on hold with tracking info supplied day of shipping and delivered two days later

I don't get it... I supplied tracking info on the held payment the same day I shipped the package. It is now almost 5 days after delivery and the thing is still on hold. Carrier was DHL, valid tracking number etc. Is it just because it's non-US tracking or something? The package was sent from Netherlands to Belgium, DHL site says delivered and I got confirmation from the buyer... what more can I do??

 

I've sent two messages (27 Feb and 1 Mar) to PayPal, NO answer. I've been a loyal customer for 2 decades (!) and this is how they repay me? How is this possible? They state some terms, I comply and PayPal gives me the finger. It's not COVID and understaffing, cowdung... I can work from home too...
