Payment issue

Hi,

I send 18$ to my cousin's account and she didn't recieve the money but i they already negative my money, i tried to report issue but they say " 

Unable to complete your request

We’re sorry, you can’t file a case on this type of transaction. Please refer to our User Agreement for more details." I hope i could get my money back.
