Negative Balance Issue (added money into account still in negative balance)

Hello,
so one of the client issued a case against me for total amount of $245 and my account was in negative -$231.93, i added those funds it did not accepted and said "We're sorry, you don't have permission to complete this action. For more information, contact the person who controls your account permissions." I tried again and it again showed same issue but looks like my bank has already debited the amount and paypal has not even accepeted once! Yes, i was charged two times and paypal did not registered once. I contacted them on customer care but there's long queue going on there so i emailed them now. Any experience person can share his knowledge?
