My Funds are on hold

I received my birthday gift from my dad who is far from my home.Then am told that the money is on hold and that I should abide to the sellers protection. What should I do to get my money back because AM NOT A SELLER.

I don't think the friends/family option is available in your country so all payments are sent as goods/services so you are seen automatically as a new seller as per link.
