Local currency vs foreign currency

At check out when I get 2 choices of either pay by local currency or foreign currency, and i choose to pay by local currency and PayPal adds 4% commission, do they charge in local currency or foreign currency? Coz for all i know my bank still told me that they charged me in foreign currency. Then why am i paying the 4% commission(
