I want my money out of my PayPal account

PayPal has held my money 5 weeks in my PayPal account, I told them my preferred payment was to be paid to my debit card but so far it's not been done

Paypal do not do auto withdrawal in the UK, you have to withdraw the funds yourself as per link.

Your preferred payment method is for funding purchases not receiving funds.
