I cant link my mastercard to my Paypal

I am from Morocco and I got a new mastercard but was not able to link it this is the message I get 'Your card has been declined. Please try a different payment method'. all information is checked but it seems there is something wrong with my Paypal account. who can help me tp solve this issue
