I cant add my bank account

I just signed up and ı verified my info but ı couldn't add my bank account. Every time ı try it says " Sorry we cant add your bank account, try again later" Im new at this thing so is there anyone who could fix my little problem?

Are you adding a UK bank account to your UK paypal account?

Have you cleared cookies/cache or tried another browser or device?

Is the bank account name in the same name as your paypal account?

Is it a 'proper' and not virtual bank?
