I had three transactions through PayPal which resulted in a reversal of payment for all three. Afterwards, PayPal attempted to take the funds again, which has left my bank account, but my PayPal is negative.
If you have failed bank transfer then Paypal automatically keep trying to access those funds to clear your negative balance. They have already fronted the payment to the seller on your behalf and so want the money owed. If the funds have now succeeded it may take up to a week to get to your balance as it goes via echeque.
