Error "We are unable to confirm it's you"

My account will not let me transfer, send or use any money out of my account with my PayPal cash card. I call customer service and I get told my account is fine. From time to time they will decline some transactions for security reasons and I should either try a different method of transferring the money or try back from time to time." I'm about done with PayPal all together because I've never had any issue transferring, sending or using money in my account and all they have to help is that pathetic **bleep** advice. **bleep** my life. Im open to any suggestions at this point. Please.
