Do I need to contact Attorney Generals office b/c Paypal will not help me?

I've tried for days now to get help with transferring my money to my account. They keep sending me the same message and it hasn't worked. They aren't taking phone calls. The automated call attendant says I requested a "debit" Mastercard and I did not!
They want me to transfer the money via "instant" and pay a fee - how will that work? I don't want to pay more fees. It seems "scamish" that they are avoiding taking care of this issue. I see why people are choosing Stripe and Square over paypal now. There just isn't any customer service help.
If they keep preventing me from getting my money out- I'll have to report them. This is beyond any problem I've had with them since I opened my Paypal account 20 years ago. I've been happy with them.
