Cannot transfer funds to my linked card - says it's not available yet on my card

Hi All,

I have a Serbian pay pal account and it's in Euros. I have a Visa card which can be used with any currency.

When I try to transfer funds, I have no options. I cannot transfer to my bank because Serbia is not on the list of countries where we can add our banks. I have added my visa debit card and had it activated by receiving the code on my bank statement. I now try to transfer funds to the card and it doesn't appear as an option.

I know that other Serbians with the same bank and same type of card are successfully withdrawing, however perhaps they have had some help by PayPal changing the currency on the system or something? Ive tried contacting paypal by email but they haven't responded in over a week.
