Cannot close business account as I have a "negative balance"

[Nomenclature]

I cannot close my business account saying it has a negative balance (Screenshot below) when on my summary page, no negative balance is shown. I cannot also transfer money from my linked bank account to the paypal account as I am living in NZ where that feature is not available. Do I need to invoice myself and pay fees in doing so to get it back into a positive balance? And if so, how much? 

I do strongly believe that I do not have a negative balance, never had any refunds from merchants but paypal claims that I do and hence cannot close it.

Any help is greatly appreciated. TIA
