Can't pay paypal invoice

I've been trying to pay an invoice from a Russian supplier and everytime I try it sais "We're sorry, we can't complete your purchase right now."

At first I thought it was because I was doing it from my phone app but I just tried from my PC and still get the same message.

Any ideas as to why this is occuring?

What currency are you sending?

Can they accept that currency?

Invoice amount is in euro. And I'm from Australia.
