I have money in my PayPal balance but I am unable to send money to others or even transfer to my bank account. I tried adding a different bank account and I get another error message saying it can't be linked. I've done all the necessary steps to verify my identity and still can't do anything with my balance. I've contacted customer service, still waiting for a reply. Why is this happening? So now my money is just sitting there and I can't do anything about it?
