hi i need help for my bank account because i cannot add it always show

I had my old bank account here. I deleted it.
Now I want to add my new bank account.
I have been doing this many times.
When I am in form to add iban ( I copy it directly from internet banking, without spaces )
But I constantly see this error:
"We're sorry. We're not able to process your request right now. Please try again later."
Why is this happening?
This is a US bank. Is there any way to find out what the mystery error is?

What is the solution? The link to "Solution" is not clickable, so it cannot be read.

My bank account link has disabled due entering wrong amount . I cannot add the bank number again. Iam contacting PayPal customer support number but I have to enter the pass code. Where will I find the pass code??? .Please someone help me.
