Blank "popup" is coming when I clicked on "Send payment"

I've been regularly sending money using my Paypal account, not sure why this is happening.
Blank popup is coming, what could be the issue? How do I write to paypal?

I am also facing the same issue. paypal say that it is bank server error, but bank says everything is fine from their side. paypal please solve this.
