Bank Payments & Refund time delays?

I purchased a product for £112 a few days ago however in the meantime this has been refunded by £112 meaning my PayPal balance is at zero...however in the meantime PayPal has still taken that £112 from my bank account so I’m £112 worse off and shouldn’t be

My PayPal balance should be at £112 therefore or you shouldn’t have taken it from my bank account

If you funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
