Account on hold yet no limitations

I spent an hour this morning on paypal and trying to find out why I'm unable to use my money I can't send it or spend it. Wth..I was told there is no limitations that its fine. But yet I still can't use any of my money.

It wasn't funds sent for goods and services it was sent friends and family. PayPal has given me nothing but the run around 2 they told me to drive to Walmart I drove to Walmart only to find out that the code that they told me that I could generate actually never even work they said that it's a security system issue not then I explained to them that my daughter is in the hospital in Oregon with call bed and I need to get a home they don't care if they actually gave me a $30 voucher because that's apparently all that her life is worth PayPal sucks because I can't even use the $30 voucher
