What can i do if i just removed my card account from the first account and now theh tell my i can't put it on other

You are only allowed x2 Paypal accounts if x1 is personal and the other x1 is business.

If you have removed it from x1 account  you may have to allow time for the system to play catch up before you use it on another.

HOWEVER you can only add that card to any Paypal accounts x3 times in that cards lifetime.
