"Message Center" has not been opening and it's almost been a month - PayPal not solving the issue

I know some of you have experienced this issue because even the PayPal phone rep I talked to admitted there has been several open tickets for this. It's almost been a month, however, and they haven't gotten around to solving the issue. Emailing them several times and asking that they call or email you does not get you anywhere either. All they do is reply to the "message center" that you can't access in the first place. Since PayPal has been inept, has any one been able to get around it? I tried Internet Explorer and Firefox to no avail. Please contribute to this post whether you have the same issue or a solution. Thank you.
