My account is prohibited from making any payments or transfers. I have resolved the issue that Paypal required and I still have zero access to any my money. Please help.

No one here can help you as this is not customer services.
Your best bet is to phone customer services and sort things out with them directly.
Advice is voluntary.

Yes, well my best bet lost. I have been on the phone with multiple departments and spoke with multiple people. I have done everything they required to resolve the issue and still can't use my funds.

Hmmm, you possibly may end up in the heave-ho pile and they let you withdraw only after a certain period. Hope you have a working linked bank account on that PP account. How long has it been since you submitted documents?
