TRANSACTION IS GIFT YET YOU PAYPAL ARE ASKING FOR A TRACKING INFO/SHIPMENT INFO?

What the **bleep** is happening to this used to be awesome service? I received gifts from friends they sent the money to me as a gift yet you paypal restrict my account for withdrawing? LOL this is insane how come i can provide such information like shipment and tracking info? tell me? if the transaction was a gift?!!

AND!! I already refunded the money that is sent to me as a payment for my project emulator im working online so how can i provide a shipment/tracking info?!!!

Maybe because the money sent was marked as Goods & Services payment?  It's only reason I can think of you having to provide tracking info.  Were you charged a fee to receive the money?  If so, then you have to train your senders on how to send payment as personal, gift, or 'friends & family' payments.
