Paypal stole my money and they don't know why!

Yup, took $20 out and gave it to a user with a smiley face stickinging its tongue out as their id. No real name, just a rude emoticon. Paypal says they don't know anything about it and they see no reason for the refund but they won't give my $20 back. Here is the cut and paste of the PayPal message... Subject: $20.00 USD;PayPal Posting Date:Feb 2, 2016;Payment to:Paypal;PIN transaction not posted automatically for settlement between Jan 7-10, 2016 This transaction is subject to a buyer Complaint, Chargeback or an Unauthorized Claim. Go to the Resolution Center to resolve this issue... My account was hacked by a rude smiley face lol. Yeah, PayPal are a bunch of thieves no better than ebay.
