Paypal just went against it own Purchase Protection policy (With Purchase Protection, get reimbursed if a qualifying purchase doesn't arrive or isn't right).
I opened a case for an item I ordered and never received the item.
The merchant refunded my money and received my $23.96 on July 05, 2017 from Andrew <removed>.
Now Paypal charges back $23.96, because they never could recolect the money from Andrew <removed>.
This is the note from Paypal:
