Losing an appeal

First who is the arbitrator for these cases? I've lost both times for the wrong reason. The basis for my dispute wasn't even recognized nor the documents that I sent. They requested documents that were not the the basis for the dispute. When I dredged up the requested documents they obviously were not want they wanted. The reason for both denials that documentation was of the type (didn't contain the proper letterhead but it contained all contact info) ; appeal lost was because they didn't receive the documents in the requested timeframe ( which I did send). This is a kangaroo court. Who can I complain to? My dispute fell on deaf ears and blind eyes. The decision obviously was made at the beginning and anything that I used as proof was tossed.
