How long Escalated Issue should expect a respond from Paypal?

Hi guys, I created a business account with Paypal because back then  like in 2007, Paypal asked me to upgrade my account if I want to receive payment around $700. I don't have any business, I'm just a casual seller (website, design, etc.). People say I'm just a sole trader, and as a sole trader, I don't need to register my business here in my country, but I do pay tax based on profit I get from my online services.

 

Recently paypal ask me to submit my business registration document which I don't have, I want to downgrade, but I already have personal PP using other email. I contacted Paypal through Twitter to ask a solution for this issue since I still have some balance left on my business account which I can't access. After few messages (I'm surprised that they do respond), they finally understood my issue and said that they would escalate the issue to a specialist and someone will answer me SHORTLY. That's 4 days ago, how long this "shortly" time frame I could expect? I also tweet PP support again to ask, but no reply ever since (just like when you email PP support).

I know there is some robotic automation to front end process the complaints. This is a problem, just like those blanket customer service guidelines (really policies) that insurance companies used in the 1970's where ALL complaint enquires were re-routed to encourage the caller to hangup, rerouted to a dead line, successful enquires were always denied on first attempt, etc These 'efficiency' best practice guidelines may be creeping in again. How can we complain using the limited categories, we need COMMONSENSE added. I currently have an annoying situation where a Seller is replying with the same old line about China to Australia delivery is very slow, don't worry, just be patient, we will fix any problem, please remember to give 5 star rating. They have also used that eBay loophole where they put a bigger than 45 day delivery window on their listings. In this instance I can prove that it only takes approx 16-24 days delivery time from China to Australian states, Capital cities. I ordered two packages from the same seller on the same day. I gave a regional address and a capital city address. The regional address was delivered in 18 days. That was 2 weeks ago. Since the capital city delivery still hasn't arrived, I know there has been a problem and it is now LOST. The Seller continues to quote the same old excuse about China to Australia delivery and also referring to their artificially LONG delivery window. They expect me to wait the 45 days, then they will review the situation and then they expect me to wait uo to 40 days for a replacement parcel to be sent. There is almost no acknowledgment of the real delivery times which in this case is proven by their own delivery as 18 days. They also refer to their tracking info which has no info in its log, so I am supposed to wait until that is updated, but the other package that was deliverd in 18 days has never been updated even though I informed them it had been delivered successfully. PayPal is also in a bit of a robotic automation holding pattern because they have no facility to consider the commonsense proof that if one arrived and the other didn't, then that one should be considered LOST and the seller must make an immediate refund. It is the only way to stop sellers from using those dishonest 1970's customer service guidelines.
