Conversion rate options and support are not working

On Ebay checkout, after clicking on "View conversion rate options", I see the message "We're sorry, but something went wrong. Please try again".

On PayPal customer support page, after clicking on button "Send" I see the message "We're sorry, but something went wrong. Please try again".

It looks very cosy for Paypal, but not for me.

I don't even see that option anymore. VERY frustrating having to pay the inflated conversion rate of PayPal!!!
