Change Primary Address

I can't seem to update my primary address.

I have a PayPal MC which is about to expire, so I got a notification that PP will be sending a new one to my old address. I added my new address and attempted to make it my primary address, but it refuses to let me do so.

When I add the new address, it insists that I have this address on a linked card or account. Okay - I added a bank card from my new bank at this new address. Still gives me back the same message.

I don't want my replacement card going to my old address, but updating my primary address doesn't even seem to be an option anymore due to error messages that don't actually reflect the info that the system has. Anyone face this before?
