Are there many VENDORS that are barred from accepting payments from PayPal ?

I had a vendor tell me today that they didn't offer PayPal as an option (after I asked WHY they didn't) and they said "PayPal does not allow the processing of cards for e-cig companies and our company is no exception to that rule.

IS THIS TRUE ??   I have been able to quit smoking for almost 4 years due to using an e-cig and now just use one occasionally with NO nicotine.  I am WELL over 18 years old and would very much appreciate being able to use my PayPal account for EVERYTHING I buy online  (if only I could !)  ... but this one threw me !!

Thank you for the input.  I had never perused the policies to that depth...I see that it referes to "cigarettes" but not particularly VAPE LIQUID.... but evidently this is barred as well.  UNFORTUNATELY.
