why does paypal not understand ebay's terms and conditions?

Paypal are not even obeying ebays own rules.
I sent an item using ebays GSP system, ebay received the item and then sent it out to the customer with Tracking number: UPAAA000000175???????
The item never arrived with the buyer.
So i asked him to open a case as that's what ebay told me to do. ebay also said "AS THEY RECEIVED THE ITEM AT THEIR SHIPPING CENTRE THAT I WAS NO LONGER RESPONSIBLE FOR THE ITEM" So why have paypal refunded the buyer from my account? it clearly states in ebay's terms that it is their responsibility if a parcel goes missing after its been received by them. who ever made this decision at paypal needs to take a long look at the ebay rules regarding ebay's GSP and maybe they will do their job better. paypal are a time consuming company to deal with. now i will have to take this up with ebay letting them know how very little paypal know about their system.
