I tried to put money in my account but found I have limited access or what ever they called it because they can't confirm my identity. It says I can do anything but add money or close my account. This means if it wasn't actually me, a thief has complete access to any money in my PayPal account and any linked accounts. But luckily they won't be able to give me any money or close the account to block any unauthorized access to my money. The other problem is they want my I.d and a utility bill with my address. I do all my business online and have paperless accounts, and my I.d has my old address.
