PayPal ignores our Support Requests related to Mass-Payment feature

Hello,
We've a business PayPal account for 3 years already.
Our marketplace has grown and we have to pay many contributors for selling their goods.
We've contacted PayPal Support Center TWO times regarding activating Mass Payment feature for our account, but received no feedback. First message was sent to PayPal Support 1+ month ago, second one about 5 business days ago.

Phone them or send a message direct to customer services via their Twitter or Facebook pages.

Good luck getting it activated. After an hour on the line they refused saying I did not pass some sort of identity check like the ones they do when you sign up with credit monitoring sites where they ask you for previous address and such. BS excuse because I answered the questions like I do with any other sites and I always pass.
