More than once, I've tried to remove a credit card that is no longer valid, and replace that card w/the new one that the bank had sent me. It always says I cannot do it until all of my transactions have gone thru. So.....I hadn't done any transactions for a while....also, I have another card that is valid one that I use....and to no avail. Finally, the customer service guy had to go into my account and removed the card himself, based on my communications to have that card removed. It is a very difficult process, and you will probably have to talk to a live agent to either remove an invalid card or to add a new one. I do like the convenience of paypal, otherwise, but they certainly aren't perfect! Good luck!
