I can't find out how to verify my account as all the information says is to connect my card/bank account to paypal however I've already done this. Is there another step that I missed???

Have you linked your bank account and not just a card?
Have you confirmed it with the 4 digit code?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
