this email is not verified by PayPal? how to solve this?

Hi all,

         I have verified my email id from verification email sent to me. But when I try to put my paypal information on some website I got this error "Sorry this email is not verified by PayPal. We are unable to generate a PayPal payment button".

My country is not is passport list. I didn't link my passport. But I am in Australia and want to use PayPal.

Please guide me what can be the issue?
